Chicago is notoriously ineffective in regulating billboards and other signage. With no effective enforcement by the City, illegal signage out of control on Devon Ave. Some call it clutter while others see it as vitality, but the latest assault of Bollywood Explosion billboards is blatant and unforgivable. The two large banners pictured below are located at 2601 W. Devon and 2650 W. Devon.
